Independent Advisory Panel on Non-Compliance Management
This section describes the work of the Independent Advisory Panel on Non-Compliance Management.
What we do
We are working with the National Offender Management Service (NOMS) to produce a bespoke training package for use by detainee custody officers who escort adults being removed from the UK.
Advice provided by the panel will help to ensure:
- that the UK uses safe and appropriate methods to return individuals to their country of origin;
- that the needs of those subject to removal are acknowledged and met; and
- that the use of force is minimized and only deployed when necessary and proportionate to the circumstances.
The main purposes of the panel are:
- to support the National Offender Management Service in the design of a new training package; and
- to provide independent advice to us on the quality and safety of the new training package, and in particular on the proposed physical intervention techniques.
The training will be required to cover techniques suitable for use on escort vehicles, at airports, and onto, on board and off the aircraft. An equal focus will be on reducing anxiety, de-escalating tension and minimizing the use of restraint.
The advisory panel, whose 6 members include 3 doctors, has no statutory role or delegated powers. Its function is to provide independent, dispassionate and expert advice to our Returns directorate.
